Nutrient credits fund oystermen to filter nitrogen and phosphorus out of a named waterbody, paid for by the parties whose activity put it there. The remediation is physical and it is in one place, so it can be inspected: which oysters, which water, whose evidence, reviewed by whom — and what has not been approved.
